Why I’m Stepping Forward
Hi, my name is Roland, and I’m running to represent Ward 2 on the Elgin City Council because I’ve been listening. Whether it’s conversations in person, comments online, or the steady concerns shared between neighbors, the message is the same: Elgin is growing fast, and our infrastructure hasn’t kept pace.
Roads, power, water, emergency medical services, and storefronts — the essentials that support a growing community — are lagging behind the rooftops going up around us. Many residents aren’t sure what studies were done to justify this expansion or whether the long term impacts were ever fully considered. As a community that has long been a bedroom town for Austin — and now Taylor — we’re feeling the strain.
That’s why I’m stepping forward. Not to make promises outside the role, but to bring steady leadership, clear communication, and a commitment to responsible, strategic growth.
Who I Am and How I Approach Service
Before my public service career, I worked for engineering firms as a draftsman and illustrator. From there, I moved into public service, where I’ve served with the Sheriff’s Office, the Texas Department of Public Safety, and the Department of Transportation, representing Texas on local, regional, and national committees. I’ve spent more than 20 years supporting the criminal justice community through law enforcement, state and national crime database training, and Texas justice data integration planning in Texas and across the US. I’ve also spent over two decades serving the transportation community in Quality and Financial process and program development, and as a lead project manager — overseeing operational and technical projects and representing Texas in toll operations committees across the country. Locally, I serve my community as a member of our HOA’s Architecture Review Committee.
Across all of this work, my priorities have been consistent: safety first, responsible stewardship of public funds, and strategic, innovative leadership.
But stepping into a council role isn’t about walking in with all the answers. My first responsibility is to learn the role, understand its limits, and respect the process. A council is a team — not a one man show. My goal is to become an asset to that team by listening, preparing, and collaborating.
I want to build strong communication channels with residents, community leaders, and stakeholders. I want to affirm what our community needs and be honest about what can be accomplished within the scope of the office. And I want to focus on the issues that fall squarely within the council’s authority — the things we can realistically influence and improve.
A Path Towards Responsible, Community-Driven Growth
Ward 2 has shouldered most of Elgin’s past growth, and that puts us at the center of both the challenges and the opportunities ahead. We can’t stop growth, but we can shape it. We can insist on guidelines, planning, and accountability. We can make sure infrastructure comes with development — not years after the fact. And we can push for the services a community of our size should already have.
I’m not running to fight City Hall. I’m running to work with it — and with you — to make sure Elgin grows in a way that protects our rural character, strengthens our infrastructure, and supports the families who call this place home.
